The SVP and Chief Pharmacy Officer (CPO) is the designated representative of Pharmacy for the Mount Sinai Health System. The SVP/ CPO is responsible for providing strategic direction, executive and operational oversight and leadership, for all pharmacy services operations across the entire Health System.
More specifically, it is the responsibility of the CPO to ensure that the Pharmacy operations are positioned to optimize performance in terms of quality, service, technology and revenue.
The SVP/CPO is ultimately responsible for the safe and efficacious use of medications across the care continuum, with attention to medication safety, access to care, care coordination, and patient satisfaction. The SVP/CPO must also be accountable to the prescribers, clinical partners, Mount Sinai employees and strategic partners to provide best in class pharmacy services.
The SVP/CPO is responsible to assure that MSHS has in place, monitors, and continuously improves clinical and operational pharmacy policies, processes, standards, and practices that ensure the delivery of clinically sound and cost effective pharmacy services that meet and/or exceed all quality, regulatory, and contractual obligations and that add value to patients and customers.
The CPO will be expected to build strong collaborative relationships with other key leaders in the organization and outside the organization representing MSHS. In addition, s/he will engage with senior leaders and key stakeholders to ensure the optimal utilization of technology, including the implementation of a System-wide pharmacy information system platform.
The CPO will have an entrepreneurial outlook and manage the System pharmacy enterprise as a “business within a business” to achieve optimal results.
EDUCATION AND EXPERIENCE REQUIREMENTS:
· Absolute and uncompromising integrity with the demonstrated ability to successfully lead pharmacy teams instilling trust, integrity, fairness, and credibility while meeting or exceeding patient safety, quality, regulatory, and contractual requirements
· Pharm.D. degree from an accredited School of Pharmacy required
· Registered Pharmacist License required
· Successful completion of an ASHP accredited Residency Program preferred
· 7+ years in a hospital pharmacy setting (preferably in an academic setting) with progressive experience in Pharmacy Management
· Ideally, 3+ years as Director of Pharmacy Services or CPO of a large medical center or health system
· Experience in a large matrix organizational environment involving integration of multiple entities, without direct authority or control is strongly desired
· Successful track record integrating multiple operations and related processes into a seamless and transparent Pharmacy Services business model. This includes having sophisticated influencing, collaboration, and change leadership expertise that can leverage the diverse clinical, operational, and intellectual expertise in all hospitals and their affiliated operations
· Expert clinical knowledge and a strong background in all aspects of pharmaceutical delivery across multiple healthcare delivery platforms required
· Open collaborative style with excellent interpersonal and influencing skills are a necessity to coordinate effective System-wide integration in a highly matrix organization
· Successful experience in pharmaceutical management in a large, complex multi-unit and multi-location hospital organization
· Demonstrated executive leadership and oversight to assure high quality Drug Information Services are provided to promote evidence-based formulary decisions, that outcomes are researched as necessary, and critical drug information is maintained in key systems for use across the Health System
· Executive leadership and oversight to assure the development of forecasts for drug cost and utilization in future periods are based on the best available information related to drugs in development, patent expirations and other relevant marketplace factors
· Experience collaborating with representatives of Governmental Affairs to influence public policy related to pharmacy services, pharmaceuticals, drug benefits, drug costs and market competition
· Experience with leading the design and implementation of innovative acute care and ambulatory care pharmacy services and expanding the scope of services in the community and academic settings
· Experience with facilitating the implementation of medication safety related initiatives, including Quality Improvement initiatives
· Cost containment and cost avoidance strategies experience
· Experience implementing 340B compliance and optimization strategies
· Experience building effective relationships with physicians, nurses and other key stake holders required
· Excellent understanding of how business results can be enhanced through high quality, cost effective pharmacy services
· Thorough understanding of specialty pharmacy, clinical, and operational business practices, including contracting, products/services, cost structures, pricing, and regulatory matters
· Comprehensive knowledge of all HEDIS, JCAHO, Title 22, FDA, CDC and other applicable state, federal, state licensing, and other local regulations as they relate to pharmacy services, as well as broad knowledge of the healthcare industry, including current and emerging trends and new technologies
· Understanding of charging methodologies, such as Medicare
· Project coordination and implementation of successful cost containment initiatives required
· Strong planning, financial management, analytical, negotiation, and problem solving skills required
· Must be comfortable with ambiguity, yet able to focus others toward a common, shared objective and be a bold, forthright thinker, who can challenge the status quo, assemble consensus and lead others through change
